About Bolivia Blue

Our Mission

Bolivia Blue is an independent platform that tracks Bolivia’s blue dollar through saved P2P observations. Our goal is to provide transparency and visibility into this parallel-market reference.

We believe that access to accurate and up-to-date information about exchange rates is essential for Bolivians to make informed financial decisions.

In a market where exchange rate information can be confusing or difficult to access, Bolivia Blue is committed to providing accurate, up-to-date, and completely transparent data. We believe every Bolivian has the right to know the real price of the dollar, whether for personal financial decisions, commercial transactions, or simply staying informed about the country's economic situation.

Our platform is completely free and accessible to everyone, with no registration or subscription required. We operate with complete transparency, showing exactly how we calculate our rates and where our data comes from. This commitment to transparency is fundamental to building trust and helping users make informed decisions.

Why We Built This Platform

The exchange market in Bolivia has historically been opaque and difficult to navigate. Many Bolivians depend on the dollar for their daily transactions, family remittances, or investments, but finding accurate and up-to-date information about the real exchange rate has been a constant challenge. The Central Bank's official rates do not always reflect the real price at which transactions can be made in the parallel market.

With the arrival of digital platforms like Binance P2P, the parallel market has become more accessible and transparent. However, there is still a need for a centralized source of information that aggregates data from multiple sources, analyzes it, and presents it in a clear and understandable way. Bolivia Blue was born from this need: to create a platform that democratizes access to accurate information about the blue dollar exchange rate.

Accurate exchange market information matters more than ever. Our platform offers saved observations, trend analysis, relevant news, and tools like a calculator and price alerts — all in one place.

Methodology

The site distinguishes the blue dollar P2P reference from the official exchange rate:

Parallel Market (Blue Dollar):

Collectors query public USDT/BOB data from Binance, El Dorado, OKX and Bybit. We calculate the median of the available platforms’ buy and sell references, with equal weight per platform. Binance, OKX and Bybit provide ad medians; El Dorado provides its public quote. An observation may include just one platform. This is a USDT P2P reference, not an offer for dollar cash.

Official Exchange Rate:

The official reference is displayed separately from the P2P reference and only publishes values with verified Central Bank of Bolivia (BCB) provenance. We retain the board date and original retrieval time. If retrieval fails, the last verified BCB observation is shown as stale; without a verified observation, the value is unavailable. Older records without provenance remain source unverified. Check with the BCB or your bank to confirm the rate and terms for a transaction.

Update Frequency

  • P2P reference: automated processes attempt to save new observations periodically. External platforms and the scheduler may be delayed; check the date and time of the displayed reading.
  • News: articles are added when collection processes obtain new items. Availability and age vary by source.
  • Sentiment analysis: processed with the collected articles. It may use AI or a keyword fallback; it does not predict or guarantee dollar movements.

Data sources

These are the sources and limits of the data we display. A reading’s source composition is supported by its saved observation, not by the list of platforms the system attempts to query.

  • P2P platforms: Binance, El Dorado, OKX and Bybit, depending on valid responses in each collection cycle. Not every platform necessarily contributes to each observation.
  • Official reference: Central Bank of Bolivia, with saved provenance, board date and retrieval time. A fallback only reuses a verified BCB observation, preserves its original dates and is marked stale. External estimates are not used as official quotes.
  • News: Media articles collected from configured sources, with links to the original publications.
  • Saved observations: When a valid snapshot exists, we publish the platforms and prices used for that reading. Older records without this evidence do not establish their source composition.

Sentiment Analysis with Artificial Intelligence

We use OpenAI GPT-4o-mini to analyze the sentiment of news and tweets related to the Bolivian economy and exchange rate.

The system identifies whether a news article or tweet suggests the dollar will rise (bullish), fall (bearish), or have no significant effect (neutral). This helps users understand the context behind exchange rate movements.

Transparency

This is an open source project created to provide visibility into the Bolivian exchange market.

  • Publicly available source code
  • Transparent and documented methodology
  • No data manipulation
  • Automatic updates without manual intervention

The blue dollar reflects the informal market.

The blue dollar reflects the informal market. Parallel market exchange rates may vary significantly from the official exchange rate of the Central Bank of Bolivia. The difference (spread) between both indicates market pressure and may reflect foreign currency shortages, devaluation expectations, or exchange restrictions.
